3. CONTENT DESCRIPTION

  1. State of the art. Politics and public policies as a new perspective of analysis. Development and evolution in Spain. Political Science, Administration Science and analysis of public policies.
  2. The analysis of public policies as an answer to the problems of the Administration. Origins of the analysis of public policies. Reasons for a change of perspective. State transformations and changes in the functioning of the public administration. Typology of Public Policies. The cycle of public policy analysis.
  3. The institutional framework and the actors. The actors and the system: political parties; bureaucracy; interest groups; the media. Characteristics of the Spanish political system. Globalization and the Welfare State.
  4. The formulation of the problems and their inclusión in the agenda. The birth of a public policy. Difficulties in defining problems. Agenda-setting. Analysis of the problem prior to decision-making.
  5. Decision making. Theoretical models of decision making
  6. The implementation and execution of public policies. Analytical approaches: top down and bottom-up. The problems and determinants of the implementation phase.
  1. Evaluation. Types of evaluation. Evaluation instruments. Inherent principles of evaluation. Evaluation process of a project and problems that arise. Policy evaluation and impact analysis

4. COURSE DESCRIPTION AND TEACHING METHODOLOGY

The course is eminently practical, focused on the development of debates, proposals, analysis, etc. in the classroom.

In order to achieve the competencies included in this syllabus and the learning results, the students will be involved in an eminently participative and active methodology.

Along the semester press and audiovisual media will be used for teaching purposes, providing the students with the resources required to display a critical understanding of the reality in which they will work as public administration professionals.

Students with special educational needs should contact the Student Attention Service (Servicio de Atención y Ayudas al Estudiante) in order to receive the appropriate academic support

5. ASSESSMENT METHODOLOGY

The theoretical contents will be evaluated through the form of summaries of the issues tackled in class.

The practical contents are evaluated through a group work, in which the students will have to carry out the analysis and evaluation of a public policy

Participation is evaluated through the interventions in class.

Theoretical classes

Development of theoretical sessions in classroom, for a number of persons equivalent to 50% of the group. Online broadcasting of lectures for the rest of the group. Periodic rotation of students.

Practical classes

Development of participative practical sessions, lasting one hour each, carried out in the classroom and broadcasted by videoconference for the rest of the group. Periodic rotation of students.

Tutorial sessions

The tutorial sessions will be carried out online (synchronously: video call; asynchronously: email). Each individual tutorial session will last approximately 15-20 minutes. Students are reminded that teachers demand the right to disconnect, so emails will not be answered during the weekends.

The same procedure is maintained as for the ordinary call. If at least 50% of the test questions were answered correctly, the results would be saved.

Students who do not pass the exam must contact the teachers within a maximum period of 15 days after the publication of the official results, to determine the kind of exam or work they will have to do.

To pass the course it will be mandatory to have correctly done and submitted the proposed activities. Its description will be reflected in the virtual classroom and  explained during the first day of class.

 

3. RESOURCES

 

To follow online clases students must ensure that they have computer resources: an Internet connection and an institutional email account. The bibliographic resources available online will be specified in Virtual Teaching

DATA PROTECTION CLAUSE (on line exams)

Purpose: In accordance with the Universities Law and other national and regional regulations in force, carrying out exams and assessment tests corresponding to the courses students are registered in. In order to avoid frauds while sitting the exam, the exam will be answered using a videoconference system, being able the academic staff of the University of Jaén to compare and contrast the image of the person who is answering the exam with the student's photographic files. Likewise, in order to provide the exam with evidential content for revisions or claims, in accordance with current regulation frameworks, the exam will be recorded and stored.

Legitimacy: compliance with legal obligations (Universities Law) and other national and regional regulations currently in force.

Addressees: service providers who are the owners of the platforms where the exams are carried out and with whom the University of Jaén has signed the corresponding data access contracts.

Storage periods: those established in current in force regulations. In the specific case of exam videoconference recordings, not before the examination records and transcripts are closed or the exam can still be reviewed or challenged.

Rights: you can exercise your right of access, amendment, cancellation, opposition, suppression, limitation and portability by sending a letter to the postal or electronic address indicated above. In the event that you consider that your rights have been violated, you may submit a complaint to the Andalusian Council for Transparency and Data Protection www.ctpdandalucia.es
