PUBLIC ADMINISTRATION AND ADMINISTRATIVE LAW

  • Approach to the concept of Public Administration. Goverment and Administration in Spain: plurality of Public Administrations.
  • Principle of legality
  • The legal system

ADMINISTRATIVE ORGANIZATION 

  • General principles of administrative organization
  • General Administration of the State. The autonomous communities. Local Administration. Other public Administations and Corporation. 

ADMINISTRATIVE PROCEDURE AND ADMINISTRATIVE ACTS.

  • General principles of the asministrative procedure and ist managemernt. 
  • Processing, terms and deadlines, and language-satages of administrative procedure.
  • Administrative act. Concept, element and classes. The legal regime of administative silence. The efficacy of the acts, in particular the notification. The enforcement of administrative acts. 

CONTROL OF THE ADMINISTRATION

  • The control by the Goverment.
  • The resource via administrative procedure 
  • The control by the Court.

4. COURSE DESCRIPTION AND TEACHING METHODOLOGY

Presential

  • Basic lectures
  • Discussion and resolution of cases, in whic several students will be the speakers and the rest will participate, exposing their points of view.
  • Analysis and comment of relevant jurisprudencie.
  • Written test.

Non Presential

  • Previos reading of the topics of the subject through any of the reference manuals.
  • Preparation of different activities for subsequent exposure and discussion in class.

5. ASSESSMENT METHODOLOGY

A written Knowlwdge test must be overcome. Attendance and participation in master classes, discussion and resolution of practical cases are basic activities required.
