THE ADMINISTRATIVE ORGANIZATION

• Different Public organizations. Theory of the public body. Kinds of public bodies.  General principles of administrative organization. The relations extrapolated.
• The General Administration of the State. The autonomous communities.  Local Administration. Other Public Administrations and Corporations.

ADMINISTRATIVE PROCEDURE AND ADMINISTRATIVE ACTS

• The administrative procedure. Concept and regulation. General principles of the administrative procedure and its management. Processing, terms and deadlines, and language-stages of the administrative procedure: initiation, instruction and completion. The duty of settle within time.
• The administrative act. Concept. Elements and classes. The legal regime of administrative silence. The efficacy of the acts, in particular the notification. The enforcement of administrative acts: General rules and means of implementation

THE CONTROL OF THE ADMINISTRATION

• The control by the Government: administrative resources. Concept and regulation. Kinds of resources. The resource via administrative procedure; The official review of the acts administrative.
• The control by the Administrative Courts: evolution of the Spanish system. Organization and distribution of powers. Extent and limits. The parties concerned and the aim of the contentious-administrative appeal. The processing. Precautionary measures, the sentence and its execution

  Presential 

• Basic lectures, which will explain the main issues of subjects that make up the program.
• Discussion and resolution of cases, in which several students will be speakers and the rest will participate , exposing their point of view.
• Analysis and comment of relevant jurisprudencie on the problematic of different issues.
• Written tests to be taken for the students about the knowledge acquired.

Non - Presential 

• Previous reading of the topics of the subject through any of the reference manuals.
• Preparation of different activities for subsequent exposure and discussion in class.

Students with special educational needs should contact the Student Attention Service (Servicio de Atención y Ayudas al Estudiante) in order to receive the appropriate academic support

The assessment of knowledge and skills expected shall be as follows:

-Each of the issues will require prior reading of its content by the student, through the manual recommended.

-This individual reading will be supported with theoretical explanations by the teacher using basic lectures in which will be a space for participation and discussion.

-You must go more deeply into the contents of the subject by conducting work and case studies. In this way, each of the issues will involve prior reading the manual, assistance and participation in the lecture and the realization of works and case studies.

In addition, a written knowledge test must be overcome. Attendance and participation in master classes, discussion and resolution of practical cases and the realization of a knowledge test are basis activities required to overcome the course.

Participation in seminars and conferences organized by the Area of administrative law, the preparation and exhibition of research, as well as the participation in the seminar of administrative law and in debate circles are deepening activities.
